It can be obtained as Level 7 loot from Doomlike Dungeons.

Trivia

• According to JaredBGreat, "This is a reference to Ferreusveritas, whose Discord hosted the channel for the Dynamic Trees mod (which actually makes fortune axes useful); the name being based on "ferreus veritas" looking (to someone who doesn't know Latin) like it should be Latin for "iron truth". Since it was his discord, I assumed it was his mod."
