Marks an article as a page being about content that was at some point removed.

Description
Marks an article as a page being about content that was at some point removed, adding a banner to the article and categorizing it under Category:Removed Content.
Add {{RemovedContent}} at the top of the page, with optionally the version in which the content was removed.
